JIM / JAP Conference "Impact of the Economic Crisis on the Republic of Croatia"
The Ministry of Health and Social Welfare, the Ministry of the Economy, Labour and Entrepreneurship, and the DG Employment, Social Affairs and Equal Opportunities with the technical assistance of TAIEX on the 11th of February 2010 have organized the Joint Conference on the continuation of the activities and implementation of measures from the JIM and JAP processes. The Conference took place in Four Points Sheraton-Panorama Hotel in Zagreb.
This joint Conference was aimed to combine the JIM and JAP processes. The topic of the Conference was ‘Impact of the Economic Crisis on the Republic of Croatia’. The purpose of the Conference was to ensure continuation of the active exchange of positions about these processes in the future, with focus on the crisis and the.achievements as well as identified issues and plans for 2010. This was the fourth JIM and second JAP conference.
The EC representative Mr. Jeroen Jutte emphasized the closeness of these two processes. He continued, and said that the economic crisis has had a negative effect on the achievement of JIM and JAP goals (that are already very difficult to achieve). These two processes are in the advanced phase of implementation. In that sense all relevant stakeholders and social partners should be included in creation on public policies that are very important for Croatian citizens. The Conference was organized in two parts. In the plenary part, a general overview of the impact of the economic crisis on the labour market and consequently on social exclusion in Croatia were discussed. These impacts were combined and confronted with the next key steps that have to be taken to tackle them. Furthermore, the presentations focused on employment promotion measures aimed at vulnerable groups, namely national minorities: the analysis of the situation of the Roma minority with the results of the implemented Study of employment of the Serb minority were presented. The joint part was concluded by the presentations on the sustainability of the primary health care system and the activities related to lifelong learning program and mobility.
In order to discuss each of these processes, the second part of the Conference was divided between two separate sessions. The JAP session looked at the impact of crisis on the Croatian labour market. For this reason, this session contained a presentation about different analysis and data of posted jobs, of economic sectors that registered decrease or increase in labour force demand. In that respect, the CES representatives presented the analysis of the structure of the newly registered unemployed persons, and active measures for employment, such as mobile teams and other measures of the CES in this turbulent period of economic change and crisis. Furthermore, the social partners also introduced their view on the impact of the crisis and gave proposals on how to mitigate the negative consequences of the crisis.
The JIM session participants discussed several processes that have been happening in the social welfare sector: they discussed the deinstitutionalization of the system, development of the social services network and social planning. These were presented with the monitoring and evaluation frame for the process of development of the social services network.
In addition, possible areas of corruption in the health system were presented with several proposals on how to fight against corruption. Furthermore, the two studies about the impact of the economic crisis brought interesting information for the discussion. And finally the survey on the homeless in Croatia put focus on this social problem.
